All the money has been dedicated to supporting Shitraels Iron Dome
system.

What money?

It isn't a question of money, Taiwan is willing to pay for the gear.
The U.S. just isn't selling.

Israel's budget and joint projects with the US, if any, are a separate
matter entirely. Though Israel and Taiwan have cooperated in the past
on some projects. (They're in similar circumstances, actually, so this
made sense.)

Not everything involves Israel. The question of an ally wanting
weapons that are out there already like HARM and some others mentioned
in the article, and a cash strapped US that still won't sell, are
different matters entirely.

Israel has its own interests. It will make sure it gets US aid and or
technology as required to fund a Lavi fighter or to expand Iron Dome.
It does this using the political power of its US duel citizens. It
will then sell transfer that technology to Red China for the sake of
profit. Taiwan's safety is put second by the USA behined the
possibillity of profits in China. Principal is sacrificed, perhaps to
reality. The US's however puts Israel's interests way ahead of its
own in the middle east. Reality is sacrificed.
